IALP 2017: The International Conference on Asian Language Processing (IALP) is the flagship conference of COLIPS. It is a series of conferences with unique focus on Asian Language Processing. The conference aims to advance the science and technology of all the aspects of Asian Language Processing by providing a forum for researchers in different fields of language study all over the world to meet. The first meeting of the series was held in Singapore in 1986 and was called the "International Conference on Chinese Computing (ICCC)". This meeting initiated the study of Chinese and oriental languages processing in Singapore and contributed to the establishment of the Chinese and Oriental Languages Information Processing Society (COLIPS) in Singapore in 1988, as well as the publication of the journal "Communications of COLIPS" in 1991. The journal is now known as "International Journal on Asian Language Processing". The early ICCC conferences were held in Singapore and attracted researchers working on Chinese information processing from Asia and other part of the world. In 2007, the main conference of ICCC was held out of Singapore for the first time. In response to the rapid progress of research on other Asian languages, in 2008 COLIPS re-branded ICCC conference into IALP conference so as to better cater to the needs of researchers working on Asian language processing. IALP has now become an annual event that rotates among Asian cities. COLIPS has a long term collaboration with IEEE Singapore Computer Chapter. ICOT 2017: The first ever World Happiness Report has been published by the United Nations, which reflects a new worldwide demand for more attention to happiness as criteria for government policy. This also calls upon science and technology in both natural and social domains to be developed for promoting a happy and healthy lifestyle in our modern society. Orange technology is a newly defined interdisciplinary research area for integration and innovation of health, happiness, and care technologies in order to meet this world trend. The research scope includes computer science, electrical engineering, biomedical engineering, psychological/physiological science, cognitive science, social science, and dechnology (design + technology). The representative color of orange technology originates from a harmonic fusion of red (representing brightness of health and happiness) and yellow (representing warming care). Instead of emphasizing the relations between environments and humans, as proposed by green technology, the objective of orange technology aims to bring more health, happiness, warming care, and more mental wellness to the society. The 2017 IEEE International Conference on Orange Technologies (ICOT 2017) will be held in Singapore during 8-10 December 2017. The objective of this conference is to stimulate the establishment of Orange Technologies and to bring together scientists, engineers and other interdisciplinary professionals to share innovation ideas. With keynote, invited, special, and regular sessions, the ICOT 2017 aims to promote the research, development and applications of bio-medical innovation and intelligent computing for orange technologies.
